The company was based in Northern Virginia from its founding until 2007. It is currently headquartered at 770 Broadway in Midtown Manhattan, New York City. Yes, AOL e-mail is web based and you have to access it from your browser - IE. You can also set it up threw your AOL account setting to be forwarded to your Out Look Express. Go to click on e-mail log in, then add the url address to book marks, then log in and fprward your e-mail to Out Look Express from account settings.
